The Department of Pathology at UC San Diego aims to achieve the highest standards in patient care, research and education. This position serves as the CLIA qualified and CDPH-licensed Technical Director under the direct supervision of the Division Chief of the Laboratory and Genomics Medicine division. The incumbent will serve as the technical director charged with technical oversight of UCSD's COVID-19 testing laboratory and microbiology laboratory. Provides daily operational management support for the Clinical Laboratory in assigned areas. Manages productivity, technical performance of specimen processing and laboratory testing and efficient operations of equipment.
Manages clinical laboratory staff to achieve department objectives through defining individual goals, administering schedules, and reviewing work meets quality requirements. Advises employees on meeting timelines and resolving technical problems. Exercises clinical skill, judgement and decision making to oversse the major expansion of COVID-19 diagnostic testing with oversight of supervisor(s) and technical staff. Must be knowledgeable, have significant experience and remain current with all laboratory accreditation and licensure requirements, including but not limited to CLIA, CAP and CDPH.
Oversees daily operations of laboratory to ensure compliance with procedures and quality systems. Collaborates within and across departments and divisions within the clinical laboratory to resolve problems and coordinate lab related activities. Independently resolves operational within the latitude of guidelines and policies. Collaborates with the CLIA-designated medical directors, other faculty, and managers/staff in the CALM and the campus research laboratories in bringing laboratory developed tests (LDTs) through the CLIA/CAP validation process and readiness for FDA Emergency Use Authorization (EUA) submission for within the clinical laboratory.
Responsible for ensuring all technical subspecialty clinical policies and procedures are up-to-date and monitors compliance with all processes so the laboratory and staff meets all accreditation/ licensure and clinical requirements, and health and environmental and safety regulations.
Implements training programs for laboratory staff. Leads supervisors in educating and developing personnel. Provides technical support on complex laboratory techniques and procedures. Serves as an educational resource for all laboratory professionals and supervisors.
Provides input for short and long range laboratory goals. Participates in the development and implementation of operating procedures to ensure quality laboratory services and equipment. Directs data collection and analysis, using data to support proposals for improved operations. Under the direction of UC San Diego Health Clinical Laboratories Leadership, implements innovations in processes and state-of-the-art technologies.
Serves as a liaison to the laboratory's quality committee about quality system effectiveness. Performs root cause analysis and formulates short and long-term corrective actions. Works closely with laboratory and institutional quality, safety and regulatory management and staff to fully meet federal, state and local regulations and requirements, in effect at the time, andadapt rapidly to all mandated changes. Oversees quality management systems and is responsible for continuous performance improvement, including the performance of laboratory proficiency testing and personnel competency assessments.
Represents the clinical specialty division in its interactions with other Clinical Laboratory departments for committees, projects and collaborative efforts.
Manages fiscal, material and human resources within department budget. Maintains laboratory costs within budget. Suggests ways to improve operations by increasing efficiency.
