The mission of the New York City (NYC) Department of Health and Mental Hygiene (DOHMH) Public Health Laboratory (PHL) is to safeguard the health all NYC residents by providing quality laboratory testing services that address the needs of the NYC DOHMH and its community partners to prevent and respond to food, clinical and environmental public health concerns. This is an excellent opportunity to join our team and continue to make history at the world's first municipal public health laboratory. The Bureau of Sexually Transmitted Infections (BSTI) operates eight STI Sexual Health Clinics (SHCs) throughout NYC, and each SHC has a CLEP permitted lab within it that performs rapid tests for clinic patients. These labs are independently permitted, and overseen by the NYC PHL PHL is seeking to hire a City Medical Specialist (full-time) to serve as Director of the SHC clinic laboratories. The selected candidate must possess a NYS Clinical Laboratory Evaluation Program (CLEP) Certificate of Qualification to act as a Laboratory Director in the following categories: bacteriology, diagnostic immunology, and mycology (wet mounts only).
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
--Training and supervising personnel in laboratory methods and procedures, which include direct Gram stains, wet mounts, darkfield microscopy, and RPRs.
--Assuring minimum pre-requisites for employment including possession of or eligibility for a Clinical Laboratory Director Certificate of Qualification in appropriate categories issued by the New York State Clinical Laboratory Evaluation Program and a PhD in biological sciences, microbiology, or related field with extensive experience and/or postdoctoral training in the technical and administrative operations of a clinical or public health laboratory; or equivalent.
--Contributing to oral and written performance evaluations of laboratory personnel, and may include administering or initiating counseling as needed.
--Developing and monitoring the operational health and safety, quality control, quality assurance, and quality improvement.
--Ensuring that Standard Operating Procedures Manual is complete, up-to-date and in compliance with city, state and federal regulations including Right-to-Know and confidentiality standards.
--Assuring compliance with CLIA regulations and procedures.
--Being accessible in person on site at each clinic per CLEP requirements, and via telephone or electronic communication as needed.
--Participating as Laboratory Director in all governmental proficient testing programs.
--Training Bureau staff on infection control standards.
--Training and outreaching to NYC providers on laboratory issues as directed by the Bureau.
--Liaising with other commercial and reference laboratories on behalf of the Bureau on matters pertaining to the Bureau's direct delivery or matter of public health significance.
Minimum Qual Requirements
To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
Must possess a NYS DOH Certificate of Qualification to act as a Laboratory Director in the following categories: bacteriology, diagnostic immunology, and mycology (wet mounts only).
Must have interest in public health, as well as the ability to work closely with clinical staff including clinicians and public health advisors and supervise laboratory staff.
