UW Environmental Health and Safety has an outstanding opportunity for an Occupational Health & Safety Manager.

The Occupational Health & Safety Manager is responsible for compliant and effective occupational health and safety programs implemented for the University's research, teaching, health care, and service units.  This includes:  (1) the development and implementation of occupational health and safety programs that support the research enterprise (2) management and implementation of the administrative process improvement activities in the unit and evaluation/ benchmarking work of all programs and activities within the areas of responsibility (3) developing, implementing, providing technical consultation and support, and promoting occupational health and safety program requirements and guidelines (4) coordination of federal and state mandated occupational health and safety programs for the University (5) conducting comprehensive risk, exposure, and compliance assessments; policy, technical and regulatory assistance/consultation to campus clients regarding health and safety risks, exposure assessments and monitoring, hazard reduction and compliance strategies (6) representation of the EH&S Department and the University as the liaison to EH&S regulatory agencies and (7) the representation of the EH&S Department on campus-wide initiatives, working groups, national conferences and committees as assigned.

This position will lead the development and implementation of comprehensive and compliant occupational health and safety programs for the following programs/client groups:

  • Bloodborne Pathogens Program (BBP)
  • Occupational Health and Safety Program for Animal Care and Use including occupational health and safety reviews of animal research protocols and compliance monitoring for their implementation
  • Research and clinical setting occupational hygiene and safety and compliance, including, hazardous material safety and technical support for research involving radioactive materials, biohazardous materials including biosafety level 3/select agent research
  • Delivery of occupational hygiene and safety services to healthcare units including the School of Dentistry and University medical centers
  • Occupational hygiene and safety programs and/or guidelines for anesthetic gases, hazardous drugs, formaldehyde, engineered nanomaterials, and reproductive hazards

    This position is critical for partnering with UW organizational units with the goal of providing a safe University environment for students, faculty, staff, and visitors and is responsible for the implementation of a multi-faceted, critical occupational health & safety regulatory compliance program for the University. This position provides regulatory compliance support and technical expertise to the University's research, teaching, and health care mission. Failure on the part of the University to comply with these health and safety regulations can result in workplace injuries and illnesses,  compliance citations, monetary penalty assessments, and possible civil and criminal sanctions against the University and its officials. This position is critical for assisting University departments in meeting their responsibilities to provide a safe and healthy work environment to comply with health and safety regulations and best practices as defined by regulatory (e.g., CDC, OSHA, DOSH) and funding agencies (e.g., NIH) and accreditation (e.g., AAALAC) agencies. The position is seen as a subject matter expert and provides mentoring of other staff and has supervision responsibilities

    DUTIES AND RESPONSIBILITIES

    Occupational Hygiene and Safety Services
  • Serve as departmental technical expert in research safety, nanomaterials, field research safety, research occupational hygiene, workplace reproductive hazards, for risk and exposure assessments in research environments, including considerations for youth in research and STEM environments.
  • Conduct field investigations, hazard communication, respiratory protection training and fit testing, carcinogen control evaluations, ergonomics, laboratory safety, confined spaces and others.
  • Review complex research protocols, identify hazards to personnel, and assist researchers and research support staff in mitigating hazards by providing consultation, assist with laboratory standard operating procedures, personal protective equipment, and training.
  • Develop and lead departmental process for occupational health and safety review of chemical and other occupational hazards in the research environment including animal care and use.
  • Provide recommendations and for occupational hazard exposure risk reduction, accident and incident follow-up investigations, injury and illness response and prevention investigations, training and counseling with an emphasis on personal/public health and epidemiology considerations.
  • Advise department heads, administrators and employees on occupational health programs, regulatory requirements, workplace health hazards, and mitigation strategies.
  • Design and conduct exposure assessment strategies to identify occupational health hazards; provide recommendations for engineering and administrative controls, work practices, personal protective equipment, training, and medical surveillance.
  • Perform or coordinate exposure monitoring to determine employee exposures to hazardous chemical, physical and biological agents and to evaluate adequacy of controls; provide written reports to organizational units with recommendations to reduce or eliminate identified health hazards.
  • Conduct occupational hygiene investigations as part of injury/illness follow-up, including field inspections, exposure assessments, and monitoring.Work with organizational units to identify primary and contributing causes and recommend corrective actions to prevent recurrence.
  • Assimilate complex health and safety regulations and knowledge of University operations to develop and present technical training, web guidelines, and other educational outreach materials for delivery to audiences with a broad range of educational and technical backgrounds.
  • Support Institutional Care and Use Committee (IACUC) as part of the Occupational Health and Safety Program for the animal care and use.
  • Support the Institutional Biosafety Committee, and Chemical and Physical Hazards in Safety Committee.
  • Lead coordination with Employee Health Centers in providing necessary support services to researchers and support staff and in assessing exposures for inclusion in staff medical surveillance programs.

    Health and Safety Program Management
  • Manage, develop and maintain effective and compliant written health and safety programs, technical guidelines, standard operating procedures, training content, and outreach and communication materials.
  • Determine health and safety compliance requirements; conduct comprehensive audit and compliance activities to evaluate program effectiveness; identify areas for improvement; in both technical and general terms, communicate health and safety regulatory requirements, University policy, implementing guidelines/recommendations and relative risk to all levels of management, employees, professional and technical staff.
  • Work independently and in conjunction with EH&S department staff and managers, Employee Health Centers, Office of Animal Welfare, Department of Comparative Medicine, Washington National Primate Center, clinical and other units, to identify worker health and safety needs though observation, interview, and analysis of records and reports. Identify adverse health exposures in the work environment and develops appropriate intervention strategies to prevent or mitigate injuries, illnesses or incidents related to workplace exposures.
  • Lead the coordination of occupational health reviews of animal research protocols with hazardous materials.
  • Manage and implement the Institutional Bloodborne Pathogens Program (BBP).
  • Develop and monitor program performance metrics to ensure targets are met.
  • Develop and deliver health and safety training and other communication and outreach activities related to programs and services under area of responsibility.
  • Coordinate with Employee Health Centers for the development of medical occupational health procedures and follow-up care after exposure incidents.
  • Develop or lead the development of occupational health programs to include planning, implementing, and evaluating health surveillance activities as required for worker health and compliance with applicable federal, state, review research projects for occupational health issues.
  • Review and assess legislative rules and bills analysis; provide reports on the potential economic, resource, and implementation impacts of new regulatory rules on the University; recommend proposed actions as necessary; communicate with EH&S staff and University clients on changes. Assist with occupational health and safety regulatory inspections and consultation activities as needed.    

    Managerial Duties
  • Supervise occupational health personnel, including a program to assure staff is technically skilled, have training plans and personal protective equipment necessary for their safety.
  • Plan, assign and review work of assigned staff to assure business and strategic goals and objectives are being met.
  • Develop job descriptions, recruit, interview, and hire new staff as required.
  • Participate on EH&S Management Team and support departmental strategic priorities.
  • Assign, evaluate, and monitor work completed by staff.
  • Making hiring decisions to fill new and/or vacant positions.
  • Train employees and conduct job performance reviews.
  • Work with human resources to resolve grievances or complaints and for performance management.
  • Lead and supervise staff including student employees and interns

    Departmental Activities and Special Projects
  • Participate in departmental, University, and state advisory and/or technical committees, and institutional health and safety committees.
  • Incorporate strategic planning initiatives from the EH&S Strategic plan into the routine work plan.
  • Serve on EH&S departmental and teams and attend meetings, work on or lead special projects.

    MINIMUM REQUIREMENTS:
  • Bachelor's degree, preferably in industrial hygiene, environmental health, occupational health and safety, biological or physical science, or closely related field
  • Five years of professional experience in industrial hygiene, occupational health and safety, lab safety, or a closely related field.
  • Knowledge of federal, state, and local requirements that govern biosafety, lab safety, occupational health safety.
  • Demonstrated teamwork, client service, and decision-making skills, ability to foster collegial and cooperative relationships with co-workers and clients.
  • Requires exceptional written and oral communication skills in working with administrators, employees, research departments, health and safety staff, and regulatory agencies.
  • Exceptional problem solving and risk assessment skills
  • Must be able to manage time and priorities effectively
  • Possess a valid driver’s license for occasional required travel to off-campus locations (Friday Harbor Labs, UWNW hospital)
  • Able to wear negative and positive respirators, and personal protective equipment
  • Ability to obtain medical clearance to work in biohazard locations (clearance to be initiated upon hire)

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

    DESIRED QUALIFICATIONS:
  • MS or PhD in Industrial Hygiene, Environmental Health, Occupational health and Safety, Public Health or related field.
    Certified Industrial Hygienist (CIH).
